Recent precipitation has greatly improved drought conditions across the Commonwealth, however, the area is still abnormally dry according to the U.S. Drought Monitor. The precipitation results recorded at the Water Treatment Plant in Hingham for the month of March were 4.12 inches, which is 0.39 inches below average for the month of March. However, for calendar year 2017, we are 2.39 inches above average. As you may recall, we ended 2016 with more than a 9 inch deficit. Both groundwater and surface water levels have continued to rise during the past month. As of the end of March 2017, Accord Pond was at 96% capacity, and overflowing the spillway, which is normal for this time of year.
